The Senior Grants and Fiscal Administrator provides high-level support for proposal development and pre-award and post-award grant administration to academic centers, institutes and designated units reporting directly to the Office of the Provost. This position is responsible for the fiscal management of grants and contracts in accordance with government regulations (Uniform Guidance, A-133, etc.), sponsor requirements, and University policies and procedures.
The successful candidate will also provide financial management, reporting and analysis support across all funds for designated departments, institutes and centers.
Key Responsibilities include:
- Manage grants according to federal regulations (e.g. Uniform Guidance, A-133, etc.), sponsor and institutional guidelines. Monitor budgets to assure compliance with sponsor terms and conditions as well as University policies and assist with reviewing monthly financial statements and communicating compliance policies.
- Review, approve and monitor monthly expenditures to ensure the award is spent in a timely manner and will not have a deficit; prepare documents for cost transfers and personnel redistributions. Establish and monitor cost shares.
- Provide financial projections, data and budgetary reports to PIs to support proper financial oversight. Work with PIs on issues related to compliance and reporting.
- Responsible for understanding and advising on HR policies, procedures, and processes for all grant-funded positions.
- Primary liaison between the departments/centers and the Office for Sponsored Programs (OSP).
- Act as the primary liaison to HR for all grant-funded positions.
- Responsible for reviewing and submitting HR actions (e.g. ECR’s, hires, terminations, student hires, etc.) for all grant funded positions.
Financial Management and Analyses
- Build profit and loss statements for revenue generating programs.
- Develop costing/pricing models for programs and chargebacks.
- Provide break-even analysis for mission-based programs.
- Participate in the academic budget development and forecast processes.
- Track and analyze actuals to budget.
- Report quarterly on revenue, receivables, expenditures and utilization rates for core facilitates on an individualized core level for facilities managers and in aggregate for management decision making. Help to develop forecast to apprise facility managers and senior management of potential deficits or surpluses.
- Assist in the overall budgeting and financial operations of core facilities. Ensure that only allowable costs in accordance with federal regulations (e.g. Uniform Guidance, A-133, etc.) are included in core facility expense budgets.
- Assist with year-end reconciliations and closing.
- Assist in the business planning and financial modeling of new core facilities (recharge centers).
Hiring Range: $58,450 - $73,050Requirements
- Bachelor's degree is required. Master’s degree preferred.
- 5 years of professional level experience working with sponsored research proposals and budgets.
- Expertise with contract and grant management procedures and federal agency regulations (e.g. Uniform Guidance, A-133, etc.).
- Experience with budgeting, forecasting, financial modeling and analysis.
- Knowledge of GAAP principles/year-end accrual accounting, fiscal accounting systems and knowledge of cost accounting.
- Strong computer skills: Advanced knowledge of Excel and knowledge of other Microsoft office applications.
- Excellent interpersonal and communications skills.
- Demonstrated ability to effectively prioritize competing deadlines.
- Demonstrated ability to work in a team based, deadline driven and continuous improvement environment.
- Previous experience in a customer service environment; demonstrated ability to provide excellent customer service.
- Experience using PeopleSoft financials or a comparable application is desirable.
- Experience working in a higher education institution is preferred.
